For the chicken filling:
  1. Grind together grated coconut, fennel seeds and onion. Keep it aside.
  2. In a large bowl, mix together the rice flour and salt.
  3. To this, add the ground coconut mix.
  4. Add water little by little to form a soft dough. Start by adding 1 cup and increase as required.
  5. Keep the dough aside.
  6. Meanwhile prepare the chicken filling.
  7. Cook chicken with salt and pepper in water, until done. This may take about 20-25 minutes.
  8. Once done, de-bone them and keep it aside.
  9. Next, heat oil in a pan.
  10. Saute the onions till they turn soft.
  11. Add the ginger garlic paste and green chilies and saute until the raw smell goes off.
  12. Next add the turmeric powder and mix.
  13. Next add the cooked chicken pieces and mix well.
  14. Then add the garam masala powder and chopped coriander leaves and mix well.
  15. Cook closed for about 2-3 minutes.
  16. The filling is done.
  17. Now divide the dough into small lemon sized balls.
  18. Flatten them between your palms and press with your fingers.
  19. Place 2-3 tsp of the chicken filling inside.
  20. Fold halfway to make a D shape. Or you may even roll into a ball.
  21. Repeat until all the dough and filling is used up.
  22. Steam for about 15-20 minutes.
  23. Serve hot.
